These disasters have caused hundreds if not thousands of lives. Planning can prevent too much destruction and damages in properties in certain places that would be affected by the natural disasters.
Contingency plans should be prepared either for first aid or for possible evacuation of victims to safer places. There are guidelines or principles that are needed to be followed by emergency response groups. The National Response Framework contains the guidelines which are needed to be followed by local government and even the state itself. These guidelines and strategies were developed as a reaction to the recent catastrophes and emergencies that the country has faced (Homeland Security, 2008).
There are guidelines or procedures that are designed for each level of government and even the private sector. For the local government, the designated authorities are the ones who are responsible in making sure that there are procedures to be followed during times that a state or a county is being hit by a disaster or experiencing an emergency. Each department or sector is assigned different tasks that would make rescues and evacuation more systematic. Through the said method, tension and panic among the public would be lessened.
If the framework was strengthened before the time Hurricane Katrina had devastated the 4 states, there could have been hundreds of lives that had been saved. The amount of damage that Katrina has done could not be avoided as those were infrastructures that cannot be moved or saved.
