The author skillfully shares his insight about causes of pollution and strategically illustrates to the audience how the problem can be addressed. The government in this case is expected to make the suggested measures a success story. The author places his argument in a context that involves a world that has been affected by air pollution. He draws vivid examples from traditional Beijing and the urbanized and industrialized Beijing. By so doing, the target audience can appreciate the transitions that come with urbanization.
