gh evidence, most black families in the United States are too reluctant and more cautious in advising their children to be careful when dealing with police officers. While making a flashback, there is often a disturbing experience of either black men or women having suffered under mysterious circumstances in the hands of police. The concept of community policing originated in 1827 with the passage of the Metropolitan Police Act in London, England (Greene, 2010). The core element of the community policing concept was the establishment of a cooperative crime fighting coalition between the citizen and the police to reduce the rising crime problem (Goldsmith, 2005).
This seems to be a good fit with the reinventing government concept of the 1990s where there was a greater emphasis on customer service by public administrators to treat the customer right (Bach, 2009).
