He believes that if the government took the initiative to officially put policies in place and stipulate that English is the national language, more immigrants would feel more compelled to learn the language. The more we feel compelled to accommodate those who do not speak English, the more likely they will be reluctant to learn the language. The sub argument is clear and definitely supports the main argument. However, the sub-argument is implicitly implied, and the author does not openly touch on it. The main objective of the article is to try to make the government understand that they need to be more aggressive in ensuring that everyone in America is eloquent in English. He tries to prove just how ineffective the current policies in place are ineffective and need to be improved if at all the government hopes to one day have a nation in which at least 96% of all the citizens can eloquently express themselves in English (Hayakawa, 32). It is evident that the main audience the author seeks to address is the government. The main assumption on this audience is that the topic is not new to them hence there is no need to delve into further detail on it. He effectively addresses the audience by using audience-centered language and ensures that anyone who gets to read the article can easily understand it no matter their stature or level. He successfully illustrates different views on the topic, such as when he states what some of the leaders like Maurice Ferre have to say on the subject. He states that “Language is not necessary to the system. Nowhere does our Constitution say that English is our language." (Hayakawa, 37). This further gives the reader the sense that even leaders in the community do not efficiently support the idea of bilingualism even though they claim to.
