Special education programs are designed to cater for the needs of students with sensory or physical disabilities, emotional difficulties, behavioral difficulties, communication problems, medical/health conditions and learning difficulties (Simpson & Sonja, 2009). There are many issues in special education programs. They include legal issues, funding issues and personnel issues among others (Pardini, 2002). It is important for administrators of special education programs to comprehend these issues so as to effectively manage the programs and deal with problems that may arise. These administrators of special education programs that serve students who receive special education services should be aware of all the potential issues that may face the programs.
Administrators of special education programs are faced with numerous legal issues. There are laws that are designed to protect the rights of learners with disabilities. These legislations should be clear to the administrators of special education programs so that they can be able to comply with the law when managing special education programs and serving the educational needs of students with special needs. An example of such legislation is the Individuals with Disabilities Education (IDEA) Act which is meant to ensure education for children with disabilities in public schools in the most conducive environment (Cortiella, 2009). The law stipulates that special designed instructions and services should be provided to all students with special needs and disabilities. Another example is the No Child Left Behind (NCLB) Act, under which all educational programs in the US are governed.
