The hybrid cloud combines the features of both public and private clouds. However, a few technological, security, social, legal, and economic drawbacks challenge the move.
An external service provider runs the applications and stores the data. There is a security risk with some criticism that an external provider out of the government’s legal or territorial jurisdiction might put a security risk on the government’s data. Public clouds are accessible to all the citizens (De Paoli, Pimentel & Zavattaro, 2012, p.59). There is a concern for data privacy when the public clouds are used to provide the government’s e-services. The clients are also not confident of the business continuity as the cloud systems may fail. The concern regard as open standards and interoperability. The current market is not readily adapted to enable the inter operation of different clouds. The government also requires complete assurance of the safety of the sovereignty (Shen, 2014, p.25). The data about the government’s property and services are managed offshore in the data centers. A legal issue, therefore, arises where the government agencies are still uncertain on how they will apply the relevant legal restrictions, rights and sanctions that prevail in their jurisdictions. The public managers also raise concerns about the e-government services during crises such as natural disasters, civil or industrial unrests, or political instability incidences.
